Can a friend use some of my boat share allocation?

Of course, you are the owner! Your friend will obviously have to meet some boat handling proficiency requirements put in place to ensure your asset is safeguarded, & you will remain liable for any damage he or she might do, but otherwise it's up to you to choose how you use your annual allocation.
